What could artificial intelligence make of a municipal urban services company, starting from what it already does well?
The approach
An eight-week TDR Loop, our horizon-mapping method for any sector, applied here to urban services. Rather than impose a single plan, it explored political, commercial, technological and social scenarios from the company's current core, from collection and logistics to services that residents use directly.
Four forces
Each scenario was weighed against the company's institutional weight, its operational mass of people and processes, its potential for data and sensing, and the story it can credibly tell.
What it delivered
A map of viable scenarios with their elasticities, risks and technology levers, a recommended priority scenario and an activation roadmap with its metrics. Every week produced something that could be assessed, and the whole process was documented so it can be picked up again.
